How is this priced?
Fixed scope, fixed number, after a short conversation about the data. Hourly only for open-ended support work, and only if you want it that way.
Who owns the result?
You do. The code, the database, and the documentation are yours at the end, on your server. There is no license to keep paying.
Is our project too small?
Probably not. A single-file dashboard for one county program is a real project and gets built the same way as a statewide system.
